Force speed was the Jedi ability to tap into the cosmic "speed force" in order to run, leap, fight, eat, read, go to the bathroom, or surf the net at freakish, superhuman speeds. Jedi did not refer to this ability as entering "bullet time" because they could already dodge bullets without the speed boost.
Obi-Wan Kenobi and Qui-Gon Jinn used Force speed to escape the droidekas of the Trade Federation... then later Obi-Wan forgot he could use Force speed and sprint through the rapidly closing force fields on Naboo, resulting in Qui-Gon's death at the hands of Darth Maul. Eh. Live and learn. One time I forgot my keys.
Other users of Force speed included Darth Revan, Mace Windu, Luke Skywalker, Kyle Katarn, and Jacen Solo. Kyle Katarn once used it to rescue dozens of passengers from a bus armed with a bomb that would explode if it ever dropped below 50 miles an hour.
Han Solo also claimed to be proficient in the use of Force speed... but it turned out later he was just addicted to amphetamines.
